Biography
William (Billy) H. Kaczynski earned a Ph.D. in Computational Operations Research from The College of William & Mary, with a major area of work in Stochastic Operations Research. He also holds a Master of Science in Operations Research from the Georgia Institute of Technology, where his studies spanned probability, statistics, optimization, simulation, and supply chain systems. He received his Bachelor of Science in Economics from the United States Military Academy at West Point. Dr. Kaczynski served on the faculty of the Department of Mathematical Sciences at West Point across two assignments spanning 2002–2012, progressing from Instructor to Assistant Professor and ultimately Associate Professor. He directed the Probability and Statistics program (MA206) and taught courses including Discrete Dynamical Systems (MA103) and Ground Maneuver Warfare (MS102). He also served as an Adjunct Professor at Mount Saint Mary College, teaching Elementary Algebra, Elementary Functions, and Linear and Discrete Mathematics.
His teaching contributions are complemented by refereed publications in computational probability, transient queueing analysis, and nonparametric random variate generation, as well as multiple invited conference presentations and book chapters. Since retiring from the Army in 2022, Dr. Kaczynski has served as a Technical Program Manager at Noblis within the Analytic Software and Investigative Sciences Division. In this role, he manages the design, creation, deployment, and maintenance of software solutions in cloud environments supporting national security missions spanning identity management, digital media exploitation, and cyber end-to-end systems. He applies novel technologies in AI/ML, computer vision, biometrics, forensics, and media analytics to transform law enforcement and intelligence digital evidence handling and processing automation. He also leverages his operations research expertise to deliver analytic evidence that informs business process and workflow evolution for clients. Dr. Kaczynski has received the Noblis Technology Leadership Award for Achievement and Leadership in Technology and Software Systems three consecutive years (2023, 2024, 2025).
Dr. Kaczynski also serves on the faculty at Southern Methodist University’s Cox School of Business where he is an Adjunct Professor currently teaching Data Analytics.
