Biographical Note:

Frederick Kagan served as resident scholar at the American Enterprise Institute during the Surge, and continues at AEI as Director of the Critical Threats Project (as of 2019).  Dr. Kagan earned his Ph.D. in Russian and Soviet military history from Yale University, after which he worked as a professor of military history at West Point.
