Avoiding Citations

Locations: Only park in a space indicated by the type of permit or the permit decal issued. If you are visiting the campus, please park in the indicated Visitor Lots (and pay to park where necessary).

Signs: Parking is controlled by signage. Because there is more than one type of parking space in a lot, it is necessary to note the signage in the area. In each lot, there can be many different signs restricting parking throughout the entire day, including reserved until 5:00 p.m., 24-hour reserved parking and handicapped spaces.

Time: Parking anywhere on the SMU campus from 7:00 a.m.–7:00 p.m. Monday through Thursday, Friday 7:00 a.m.–5:00 p.m. requires a registered vehicle and permit or a valid permit decal.
Enforcement
Parking permit and meters are enforced Monday through Friday 7 a.m. to 7 p.m. Enforcement hours during the summer and break periods are 7 a.m. to 5 p.m. Monday through Friday. Parking Center access is by payment or permit only. Fire Lane, Disabled Spaces, no Parking Zones, and Reserved spaces are enforced 24/7/365.
License Plate Recognition (LPR) Technology is used on campus for parking enforcement, so it's important to keep your vehicle information and permit current in the SMU Parking Portal account.
Citations and Virtual E-Citations - How are citations issued?
If a vehicle is found to be in violations of SMU vehicle regulations, it is subject to citation.

Citations for SMU Students and Employees will be emailed electronically as a "E-Citation" to the SMU email address. Courtesy notifications reminding students and employees will also be emailed. Notifications and citations can be viewed on the student's or employee's Parking Portal account by selecting view citations or view letters.

Citations for visitors and others not for vehicles not registered or affiliated will be usually affixed to the violator's vehicle windshield. Though the Parking Coordinators make every effort to securely affix the citation, the Parking and ID Card Services Office is not responsible for citations that may be removed by other individuals or that have blown away by wind or rain.

Permit fraud (including using fictitious registration information, vehicle information or displaying a fraudulent permit) will result in the automatic suspension of parking privileges and referral to the University Judicial Officer.

Appealing Citations
The appeals process is intended to provide an objective process to review a citation. There must be substantial and valid evidence that the parking violation was not committed or that it occurred due to circumstances beyond the appellant's control.
How to Appeal a Citation

Log into www.smu.edu/parkingservices and use your ID number and password or, if you are a visitor or guest, create a guest account. (Computers are available at the Parking Office for those without Internet access.)

Click "View Your Citation" under Parking Portal to the right, find the citation and click Appeal.

Follow the steps to complete an appeal. Include a detailed explanation for the appeal in the designated box including any supporting evidence (photos, receipts, maps, etc.) send extra files to parking@smu.edu with your citation number or US mail by 8 p.m. the following business day.
Appeals Process

Appeals must be submitted 15 calendar days from the date of the citation.

Additional supporting information or documentation can be submitted with your appeal.

Appeals submitted after 15 calendar days will not be accepted for review.

An anonymous Appeals Committee will review all appeals.

The decision of the committee are final, and no further appeals will be granted.

If an appeal is denied, payment can be made online through your my.SMU account. Once you have logged into my.SMU, click on Financials and scroll down to SMUpay.

Visitors and others may make payment online using the Parking Portal, by mail, or in the SMU Parking and ID Card Services office.
Appeal Tips
If you have supporting evidence, submit it. Do not include one of the following reasons when writing your detailed explanation:
- Lack of knowledge of the regulations
- Other vehicles were parked improperly
- Only parked illegally for a short period of time
- Parked with my flashers on
- Stated failure of parking officer to ticket previously for similar offenses
- Late to class or appointment
- Inability to pay the amount of the fine
- No other place to park

If you have hold on your account and have appealed your citation please make payment to remove the hold, once a decision is granted in your favor you will be refunded the amount back to your account.

Appellants receive email notice of receipt of a completed online appeal. If you do not receive an email acknowledgment, please contact Parking@smu.edu or (214) 768-7275.

Notice of the decision regarding your appeal will be sent by email or US mail.

Please allow three to four weeks for a decision regarding your appeal. The number of appeals filed increases near the end of the semester and may result in longer wait times.

A violation fine is a University fee that must be paid within 15 calendar days from the issue date.

Failure to pay parking fines could result in a parking boot after 2 or more citations have been issued.

For students, failure to pay parking fines results in holds placed on the student account, which prevents registering for classes, receiving transcripts or participating in graduation ceremonies.

Booting and Towing

The University assumes the right to immobilize vehicles that have not been identified (i.e. permitted) and are in excess of one citation.

Campus uses "SmartBoot" technology allowing booted drivers to self-release the boot upon completed payment for the boot and any outstanding citations.

Vehicles that have been immobilized or "Booted" will contact Paylock Help Center: https://smu.mybootinfo.com/ using a laptop or mobile device or call 1.877.207.2134 available 24/7

The boot device weighs 16 lbs. Contact the Paylock Help Center for assistance if unable to remove the boot without aide.

Golf carts receiving a golf cart boot should contact 214-768-7275 during business hours.

Be advised we do not accept returns of other organizations boots only those issued by SMU.

Costs associated with booted or towed vehicles are as follows:

Boot/Tow Fee: $105.00 to release vehicle + outstanding citations.
-
$25.00 per diem fee added for every day after the first 24 business hours the vehicle remains unclaimed.

Boots are to be returned to the Parking and ID card Services Office or designated drop off within 24 hours of release drivers will be charged 25.00 per day for non return. Lost or damaged boots will result in a $500.00 and will be charged to their form of payment for the boot release.

Boot return lockers are also available in Binkley Parking Center level 2 east elevator and Airline Parking Center level 1 by the elevator. Habitual Violator

Students, faculty or staff who receive 6 or more citations in the same academic year are designated "Habitual Violators".

Vehicle immobilization each additional time they violate parking policy.

A $25.00/day impound fee will also be applied for each day the vehicle remains immobilized

Habitual Violators remain on the University's Habitual Violator List for the current full academic year having their record reset at the beginning of the new academic year.
Chronic Violator
- Drivers who are in excess of 10 citations are designated "Chronic Violators" and are subject to further penalty.

Those who consistently continue to violate the policy will have their parking privileges removed.

University Park Citations
In some instances violators of the City of University will be issued Fire, Parking or Building Ordinance citations. These cases are filed in and must be resolved at the University Park Municipal Court.
