Biographical Note:

Kenneth Knotts Jr. served as assistant Air Force attaché at the U.S. embassy in Moscow from 1994 to 1996. Prior to that, he was the first acting U.S. defense attaché at the U.S. embassy in Minsk, Belarus. From 1996 to 1997, he was the defense attaché at the U.S. embassy in Ashgabat, Turkmenistan. He has also served, among other duties, as chief of the Eurasia Branch, Joint Staff Intelligence, in the Department of Defense. A retired Air Force lieutenant colonel, Dr. Knotts earned his Ph.D. in History from the University of Nebraska in 2023.
