Dissertation Title:
“The United States, Russia, and the Post-Cold War Security Order, 1992-2000"
Holly’s dissertation examines U.S. foreign relations with Russia in the 1990s, a time of significant political and economic change after the end of the Soviet Union. She is interested in how policymakers understood and implemented the relationship as part of a much larger effort to construct a post-Cold War international system, which included the UN, NATO, G8, APEC, and the IMF. She further examines the questions surrounding the use of force and institutional legitimacy. Outside of school, Holly enjoys surfing and painting.
