Center on Research and Evaluation (CORE)
CORE provides a range of services that are related both to the design and analysis of research in education and human development and to the evaluation of programs, policies, and practices to improve the health and well being of individuals and communities.
CORE knows effective instrument design. Learn more.
CORE can manage implementation of data collection. Learn more.
CORE can process data into clean databases for analysis. Learn more.
CORE provides quantitative and qualitative analysis. Learn more.
CORE can help plan current and future evaluation needs. Learn more.
In terms of design, CORE works closely with its partners and clients on all facets of research study and evaluation design. These services include formally specifying the questions that the study or evaluation will answer, helping to specify how the program or intervention is intended to work in order to produce the outcomes expected, and developing or selecting the proper instruments to measure implementation and outcomes. CORE also specializes in developing appropriate methodologies to answer research and evaluation questions, including sampling procedures and the selection of comparison groups for analysis. Regarding data management, CORE has expertise in data collection and training, data entry and cleaning, data security and storage, and preparing files for data analysis.
CORE has expertise in analyzing both quantitative and qualitative data. CORE selects analysis procedures that best answer the research or evaluation questions. CORE's expertise runs the gamut from conducting rigorous inferential analyses of the highest scientific merit using numerous commercially available and open-source software programs, to conducting simple, meaningful descriptive analyses targeting implementation variables or the responses of participant groups and individuals. CORE strives to ensure that the levels of detail and complexity of its analyses and reports are aligned with the research or evaluation questions and the expectations of its partners and clients.
CORE staff is knowledgeable and trained in effective instrument design. Staff will create custom instruments and tailor them to meet the data collection needs of the client. For example, if a client is interested in assessing student academic achievement in mathematics and reading language arts, CORE staff would present the client with several options for measuring math and reading ability levels and together, CORE and the client, can decide on the best instruments
CORE will create TeleForm versions of instruments for large scale data collection. TeleForms are distributed and completed in the field. Once collected, they are processed using the TeleForm software package. Data are automatically captured, and databases are populated. Using Teleform software to enter data reduces the incidence of error that commonly occurs with hand data entry. Online surveys are a cost effective and time efficient method of collecting data, and they provide a way to automate the analysis of your data.

CORE staff will manage the implementation of data collection. In addition to designing data collection tools, CORE staff is expert in training and coordinating data collector activities as well as communicating with school/organization staff to facilitate seamless data collection. CORE staff will ensure fidelity and reliability procedures are rigorously followed. CORE can manage data collection efforts for small and large scale.
CORE staff will recruit and train data collectors. CORE will ensure inter-rater/observer reliability by conducting checks after training as well as conducting checks in the field.
CORE staff will recruit participants for your project.
CORE staff will process evaluation and research data into clean databases for analysis. CORE will enter data into Microsoft Excel or Access via hand entry or scanning using the TeleForm software package. CORE provides consistent and accurate data entry.
CORE will clean entered data and create a database of cleaned data. CORE will also provide a codebook/data file description for all data files.
CORE will manage databases, adding and preparing data files as needed for analysis.
Quantitative analysis is a series of research methods that summarize, analyze, and interpret hard data in order to understand. Examples:
Qualitative analysis is a research method that seeks to understand human activities by gathering impressions. Some qualitative methods often used are focus groups, individual interviews, and observations.
The wide range of analysis and multiple levels of difficulty within each area of analysis makes this area one where CORE staff will need to clarify each analysis required, its level of difficulty and determine its cost. That cost will then be approved or modified by the client.
CORE provides graphical depictions of the logical relationships between the activities, inputs, outputs and outcomes of a program. This is a program evaluation tool often used at the start of an evaluation to lay the foundation of an evaluation to determine the effectiveness of a program.
CORE helps organizations plan their evaluation needs based on their current and future programming. This would be to ensure that organizations are planning their evaluations specifically around the most critical outcomes of interest to them, the people they serve, and their funders. The initial discussion would be free of cost, but any subsequent consulting, especially one in which CORE provides specific written advice would be charged for by the hour.
CORE provides with assistance in writing proposals for grants or other funding opportunities. CORE will describe the evaluation study, and in some cases, provide estimates of data projections. CORE is willing to partner with other entities to pursue joint funding opportunities.
CORE works with clients to draft a Statement of Work to outline the nature and scope of an evaluation and then a funded project will ensue, with CORE following the plan outlined in the Statement of Work. However, CORE is also willing to provide the service of just creating the evaluation design and statement of work for a client if they would prefer to carry out the evaluation themselves or with another entity.
CORE provides basic workshops on evaluations, including evaluation design, sampling, surveys, etc. CORE provides awareness presentations, which are tailored to audiences interested in the big picture of evaluation work and its potential benefits to an organization.
