Rachel joined CORE in 2017 as an Evaluation Coordinator. Her interest in program evaluation stems from her experience as a social worker and her belief that children and families deserve the best, most effective programming possible. Rachel earned her Master of Social Work degree in 2010 and has experience working in domestic violence shelters, youth development and women’s empowerment programs, and international community development projects.

As a Peace Corps Volunteer in St. Lucia (2011-2013), Rachel worked in a primary school to deliver a social-emotional learning program, coordinate service learning projects, and support school-wide literacy initiatives. She also assisted in the design of an action research project to improve reading fluency. Upon returning to Texas, Rachel worked for four years as an internal evaluator at a local non-profit, where she managed a longitudinal evaluation and promoted continuous improvement.

Rachel’s interests include social-emotional learning, child welfare, and the impact of intersectional identity on youth development. Her evaluation projects range from out-of-school time and early childhood education to services for youth experiencing homelessness.
