http://gos2.geodata.gov/wps/portal/gos, an initiative of Geospatial One-Stop and sponsored by the Office Of Management And Budget [OMB] of the United States government, is a freely-accessible web-based portal for one-stop access to maps, data and other geospatial services. The initiative's intent is "to simplify the ability of all levels of government and citizens to find geospatial data and learn more about geospatial projects underway."
The University of Virginia also hosts a searchable database of GIS datasets: http://fisher.lib.virginia.edu/index.html.
The Harvard Geospatial Library provides additional links to geospatial data: http://hgl.harvard.edu/.
ESRI, makers of the ArcGIS suite of GIS software applications, provides links to free and inexpensive
downloadable data sets. These sets include a global base map, street maps
for both the United States and Canada, flood data, census data, raster datasets and more.
