Our Policies

Involvement

A primary requirement of Campus Planning and Plant Operations (CPPO) is to know the condition of campus facilities at all times. Whether service is rendered or not, planned work or moves must not be conducted without CPPO’s approval. CPPO will handle all possible services; however, under certain conditions, it will be necessary that outside contractors be used to do some of the work. All contracts and supervision will be handled by CPPO’s personnel.

CPPO is responsible for campus facilities and, therefore, must inspect and approve all work plans and completed work for compliance with statutory requirements and established policies. All outside Contractors must be cleared by this department (insurance/bonding requirements, etc.) before they perform any work on campus.

Priority of Work

Requests are handled in the order in which they are received, unless a situation or condition exists which requires priority. Pertinent facts should accompany any request of an urgent nature. Urgent or emergency requests will be handled on a priority basis.

Limitations

Campus Planning and Plant Operations services and equipment are limited to use in the SMU areas and on property owned and/or operated by SMU. Labor, materials, or equipment cannot be used for private or personal benefit.

Floor Loading and Building Access

Large and/or heavy equipment such as safes, book or plan racks, machines, etc., should not be placed in a building until the floor has been checked by CPPO to see if the floor has sufficient strength to carry the weight of the item added.

Special attention should be given to the selection of equipment as to size. It may be very expensive to install if it is too large to enter the building through the existing doorways; however, if it is impossible to keep the size down, CPPO will help determine how to enter the building

Do Not Enter

Roofs, machine rooms, utility tunnels and elevator shafts are dangerous areas and as such are accessible only by trained and authorized personnel. No person is permitted access to the roof of any building without CPPO’s authorization. Roofs are easily damaged without proper protection from traffic. No moving picture cameras, television cameras, antennas, or any other equipment supported on tripods or stands may be placed on any roof without prior approval and/or assistance from CPPO. This is also a safety issue and must be cleared through the Risk Manager’s Office and University Relations.

Electrical Service Requirements

In the selection of equipment, the following principles controlling electrical characteristics should be observed:

1. All standard 120-volt single-phase circuits (common base plug) are limited to 15 amperes current capacity. Except for normal office equipment, all equipment that is purchased for 120 volt operation shall be equipped with an electrical connection cord with three (3) wires with one wire, green in color, for grounding the equipment. The cord shall have a three (3) prong connecting plug to fit the standard three (3) prong receptacle.

2. Use of items or equipment that will require more than 15 amperes at 120 volts should be discouraged. Like equipment designed for electrical service at 208 volts single phase or three- (3) phase, depending upon availability, should be selected. In order that CPPO can keep abreast of the building and circuit load, they should be informed before this type of electrical equipment is ordered.

Fire Hazards

Common sense requires that each person takes all possible precautions against fire. In addition, the state of Texas laws, as well as those of the City of University Park, require that all buildings and premises be kept free of all extraneous, combustible material at all times. Passageways must be clear at all times. The National Fire Protection directs that no part of the stairway whether internal or external, no part of a fire tower, hallway, corridor, vestibule, or bridge, serving as an exit way, shall be used for any purpose which interfere with its value as an exit way. Use of portable electric heaters is contrary to University policy and a major fire hazard.

Furniture

The Campus Planning and Plant Operations Department maintains regular classroom furniture. Office furniture, laboratory furniture, residence hall furniture, and furniture used in research or library areas are the property of the Department concerned and is maintained at Department expense

Reclamation and Salvage

Although the Purchasing Department is not part of the Physical Plant, their offices and storerooms are located in the Dawson Service Center building. The Purchasing Department stores furniture and equipment that has been released a department and it is available for use by any department wishing to draw on this source of surplus items This includes all office furniture, typewriters, adding machines, calculators, and items of this nature. Notice of transfer or reassignment, trade-ins, etc., must be given to the Purchasing Department.
