Campus Planning and Plant Operations

Jim Koons, Associate Vice President for Campus Planning and Plant Operations (CPPO), is responsible for the planning, development and maintenance of the University’s facilities.

CPPO consists of facilities planning, design and construction administration; financial and administrative services; plant operations and facilities maintenance; energy management; and management of maintenance and service contracts (elevators, pest control, custodial and grounds keeping).

Associate Vice President for Campus Planning and Plant Operations

Mr. Koons serves as the University’s chief facilities officer.  As the AVP for Campus Planning and Plant Operations (CPPO), he is responsible for the total facilities program including master planning, space planning and utilization, project planning and design, construction, energy management and engineering, and operations and maintenance.  CPPO provides services to the SMU main campus in University Park, the SMU-in-Legacy campus in Plano, Texas, and the SMU-in-Taos campus near Taos, New Mexico.

Mr. Koons came to SMU in May 1998 from a similar appointment at Ball State University in Muncie, Indiana.  Before joining Ball State University, Mr. Koons had served 8 years in the U.S. Navy Civil Engineer Corps, 16 years in a large design and consulting firm, and 4 years as the chief facilities officer at a major medical complex in Phoenix, Arizona.

Mr. Koons’ Civil Engineer Corps assignments included service in Vietnam with the Navy Seabees, facilities planning responsibilities at the U.S. Naval Academy, and a tour as the chief facilities officer at a large Naval Air Station in Mississippi.  He served the design and consulting firm as the secretary and treasurer and as an executive vice president where he focused on managing environmental permit acquisitions for major industrial, military, and water resources projects, and on program management of large-scale design and construction programs.

Mr. Koons earned a B.S. in Engineering (Marine) from the U.S. Naval Academy, BSE (Civil Engineering) and MSE (Civil Engineering) degrees from the University of Michigan, Ann Arbor, and an MBA from the University of Central Oklahoma.  Mr. Koons is a registered professional engineer and a Fellow in the American Society of Civil Engineers.
